Council Policies and Governance

Cwmaman Town Council is committed to openness, transparency and good governance. As a public body, we follow statutory obligations and best practices as set out by the Welsh Government, One Voice Wales, and the National Association of Local Councils (NALC).

On this page, you’ll find our key governance documents and policies. These provide clarity on how the Council operates, manages public funds, delivers services, and engages with residents.

Core Governance Documents

The following documents set out the rules and procedures that guide the Council’s work:

Standing Orders – the rules for Council meetings and decision-making

Financial Regulations – how we manage and oversee public money

Code of Conduct – the standards expected of your elected councillors

Register of Members’ Interests – declarations of personal interests by councillors

Annual Accounts & Audits – published annually for public scrutiny.

Schedule of Meetings – outlines the dates and times of Full Council and Committee meetings throughout the year.

Scheme of Delegation – sets out the authority delegated by the Council to the Clerk and officers to manage the day-to-day business of the Council within approved policies, budgets, Standing Orders and Financial Regulations.

Committee Terms of Reference

The following documents define the responsibilities, powers, and membership of each council committee.

  • Finance, Audit and Projects Committee – oversees the Council’s finances, audit processes, risk management, and the planning and delivery of approved projects.

  • Asset, Parks and Environment Committee – responsible for the management and maintenance of Council assets, parks, green spaces, and environmental initiatives.

  • Policy Committee – considers governance and policy matters and makes recommendations to Full Council for decision.

  • Personnel Committee – oversees staffing matters including recruitment, employment policies, training, welfare, and performance management. Due to the confidential nature of its work, meetings are normally held in private.

  • Appeals Committee – considers staff appeals relating to employment matters to ensure a fair, independent, and impartial review process. Meetings are held in confidence

Child Protection and Safeguarding Policy – sets out how the Council works to protect children and vulnerable adults and outlines the procedures for reporting safeguarding concerns.(Under Review)

Public Participation Policy - this outlines how residents can engage with Council decisions, attend meetings, ask questions, and contribute to local democracy.

Habitual or Vexatious Complainants Policy – Sets out how the Council deals with repeated or unreasonable complaints in a fair and proportionate way.(Under Review)

Conflicts of Interest Policy – This policy sets out how councillors, staff and volunteers must declare and manage any situation where their personal interests may conflict with their public duties.

Grant Awarding Policy – explains how local groups can apply for funding and how grant applications are assessed.

Social Media Policy – guides how the Council communicates online and how councillors use social media appropriately.(Under Review)

Privacy Notice – explains how the Council collects, uses, and protects personal data in compliance with data protection laws.

Document Retention Policy – sets out how long the Council keeps records and when they are securely disposed of.
